On August 10, 2022, the Senegalese authorities seized 124 container shipments of Pterocarpus erinaceus. These timbers were from its eastern neighbor, Mali. According to the Party Notification (Notification 2022/021) released by CITES on March 28, 2022, the accelerated compliance procedure of Article XIII of the Convention applies to all contracting parties. Therefore, the international trade of Pterocarpus erinaceus was immediately terminated. On June 19, 2023, CITES released a Party Notification (Notification 2023/071), stating that the above - mentioned 124 containers of Pterocarpus erinaceus were shipped from the ports of Mali before March 28, 2022, and held legal and valid Convention licenses. Therefore, they were not subject to the trade ban of the accelerated compliance procedure of Article XIII of the Convention. In September 2024, after joint verification and law enforcement, the CITES management agencies of Senegal and Mali confirmed to the CITES Secretariat that another 26 containers of Pterocarpus erinaceus at the Port of Dakar, Senegal, were also in the same situation as the above - mentioned 124 containers. The CITES management agency of Mali also carried out the same verification for 30 containers of Pterocarpus erinaceus at the Port of Nouakchott, Mauritania. The CITES Secretariat requested the Malian authorities to provide proof of the legality of the 56 container shipments of Pterocarpus erinaceus, totaling 1,120 cubic meters, to show that they were samples of endangered species exported before the trade ban on Pterocarpus erinaceus took effect on March 28, 2022. The Secretariat hereby notifies all contracting parties that Mali and Senegal have provided valid export evidence before the trade ban for the above - mentioned 56 containers of Pterocarpus erinaceus. Therefore, the trade is allowed. The CITES management authority of Mali has signed CITES export licenses for these 56 container shipments of Pterocarpus erinaceus. Other contracting party management agencies can decide whether to allow the receipt or reject it according to their actual situations.
